The 100-bed annex to the Highlands County Jail should be completed by next summer, Sheriff Paul Blackman said. Once inmates are moved into the annex, it should relieve occasional overcrowding and allow workers to modernize aging parts of the jail. Of the 521 inmates now housed at the jail, 89 are females, Blackman said.
